Establishment Of Board

Maharashtra State Khadi and Village Industries Board has been established on 11th April 1960 by the Government of Maharashtra to promote Khadi and Village Industries in the State of Maharashtra, develop their organization and regulate them under the Bombay Khadi and Village Industries Act, 1960 (as per Bombay Act No.19 of 1960). The board is totally autonomous.

Purpose

  • (A) To start, encourage, assist, and carry on khadi and village industries; to carry on trade or business connected with such industries; and to carry on trade or business in matters incidental to such trade or business.
  • (B) To assist people by providing work at their homes and to provide loans and other forms of financial assistance to individuals, organizations on such terms as may be prescribed.
  • (C) To encourage the establishment of co-operative societies for Khadi and village industries.
  • (D) To operate training centers and impart training to people in such centers with a view to imparting the knowledge required to start or run Khadi and village industries
  • (E)
  • (1) Manufacture of tools and implements necessary for carrying on Khadi and village industries and the manufacture of goods for such industries
  • (2) to arrange for the supply of such raw materials and such weapons and implements as may be necessary for the said purpose, and
  • (3) To sell the goods manufactured in the said industry and to arrange for the sale thereof.
  • (F) To arrange for the publicity and popularisation of goods manufactured from khadi and village industries by opening stores, shops, or shops, or by holding exhibitions, and to plan similar measures for that purpose.
  • (G) To create public opinion on the use of products made from Khadi and village industries and to convince the public of the benefits of patronising such products.
  • (H) Seeking and obtaining advice and guidance from experts in the field of Khadi and village industries.
  • (I) to undertake and encourage research work in connection with Khandi and village industries and to carry out such works as may be incidental and auxiliary to the purposes of this Act.
  • (J) To perform such other duties and perform such other works as the state government may direct for the purpose of carrying out the objects of this act.

Composition of the board

According to the provisions of Section 4(1) and (2) of the Bombay Khadi and Village Industries Act, 1960 (Bombay Act No. 19 of 1960), the chairman and the members are appointed by the government. The government of Maharashtra appoints a non-governmental minimum of 5 and a non-governmental maximum of 7 members on the board who are associated with the khadi village industry and who have experience in the workings of the khadi village industry. The Chief Executive Officer acts as the Member Secretary of the Board. The Chief Executive Officer of the Board of Officers in the Indian Administrative Service is appointed by the government.
The terms and conditions of service of the members under Section 4 shall be such as may be prescribed in the service allowances

District Committee

A District Committee is established in every district of the state to exert more effective influence in the rural areas. It includes the appointment of a non-governmental person as state to exert more effective influence in the rural areas. It includes the appointment of a non-governmental person as chairman, to be appointed by the board with the approval of the state government. Chairman of Social Welfare Department of Zilla Parishad, Chairman of District Central Committee, Representative of District Lid Committee—three members, besides three non-governmental persons, at least one of whom shall belong to Scheduled Castes, Scheduled Tribes, or Nomadic Tribes, and at least one of them shall be a woman member. If there is, three members namely District Deputy Registrar, Co-operative Societies, General Manager/District Industries Centre, District Social Welfare Officer and District Village Industries Officer of the Board act as member secretaries.
The composition and powers and functions of the District Committee have been determined under Section 7.
